Plintron architects Home Location Register migration with 20 Million customers in 8 hours

The Need

One of the world’s leading MVNO operating in multiple countries desired to migrate their existing HLR. The key driver for the migration is the lack of market critical features like Multi IMSI & Dynamic number allocation. They chose to partner with Plintron for its indigenous and feature rich HLR application and wanted the migration done without raising any subscriber dynamic data issue.

The Challenge

The client would like to address the business issues such as longer time to market for customization & high operating cost across UK, Netherlands, Norway, Denmark, Sweden, Australia and Spain. Also, the client was so keen on causing no disturbance to subscribers during migration.

The Solution

Plintron recommended an overnight migration to its Telco grade platform to make sure there was no disturbance to the subscriber.

Traditionally, there will be an outage on supplementary services during migration which Plintron avoided by innovatively capturing the subscriber dynamic data like VMS, GPRS and Barring services by integrating with clients CRM portal.

Plintron moved this dynamic data to Plintron HLR, as the HLR would respond to the Visitor Location Register (VLR) queries. The migration team tested the queries for correct response and the subscribers were gradually moved from the existing HLR to Plintron HLR without any data loss and subscriber network transactions at the time of migration.

The technologies used were C++, Oracle DB with Ulticom Stack.

The Client Benefit

  • HLR efficiency increased with dynamic allocation of numbers during subscriber registration was made possible.
  • This also helped the MVNO to provide MNP and Roaming Services.
  • Plintron's multi-tenant HLR, implemented for network services resulted in cost efficiency.
  • Subscriber Network Transaction remained unaffected at the time handover.
